Chief Monahan joined the New York City Police Department (NYPD) in January 1982. His first assignment was the 41st Precinct, where he served until 1987, when he was promoted to sergeant. He was promoted to lieutenant in 1989; captain in 1992; deputy inspector in 1995; inspector in 1998; deputy chief in 2003; assistant chief in 2014; and chief of patrol in 2016.

He has served as the commanding officer of the 34th, 46th, and 48th Precincts, as well as Narcotics Borough Manhattan North. He also served as the executive officer of Patrol Borough Bronx and Patrol Borough Queens North, as well as the commanding officer of the Office of the Chief of Department, where he began developing the Neighborhood Policing philosophy. As chief of patrol, he was directly responsible for 17,000 uniformed officers in eight patrol boroughs and 77 precincts. Now, as the highest-ranking uniformed member of the NYPD, Chief of Department Monahan oversees roughly 40,000 uniformed and civilian members of the service in key operational areas, including the Patrol Services Bureau, the Housing Bureau, the Transit Bureau, the Detective Bureau, the Special Operations Bureau, the Transportation Bureau, and the Community Affairs Bureau. Several smaller units that perform specialized functions directly report to him, such as the Domestic Violence Unit and the Technical Assistance Response Unit.

In his 35 years of service with the NYPD, Chief Monahan has been honored 28 times for excellent police duty and eight times for meritorious police duty. He holds a Bachelor of Arts degree in Liberal Arts from Fordham University.
